Civilian Casualties Up as Security Operations Drop

TOLOnews' security report for July shows a 26 percent increase against last month in civilian casualties amid a 13 percent decline in anti-insurgent operations across the country.  

Northern Afghanistan last month recorded most of the insecurity incidents, according to the report which has been compiled monthly since the withdrawal of foreign troops and the handover of security duties to the Afghan forces at the end of 2014.

In addition, the airstrikes by Afghan forces and also the U.S drone attacks in July resulted in the death of several senior Taliban and Daesh commanders in eastern Afghanistan.

Afghan officials confirmed last month the death of Daesh chief in Afghanistan, Hafiz Saeed, along with his deputy and several others in Afghanistan's eastern province of Nangarhar.

The report, however, found civilian casualties rose to 201 as a result of suicide bombings, armed attacks, roadside mines and other insurgent-related incidents.

The insurgents, according to the report, suffered the highest casualty toll during the month. A total of 2,924 insurgents, of which 204 were Daesh members, were killed by security forces - a 13 percent decline against last month.

Meanwhile, the report stated 307 Afghan National Security Force (ANSF) members lost their lives in battling insurgent groups.

About 1,972 people were injured in July, of which, 1,472 were insurgents and 322 others were civilians, it added.

North-western Faryab province recorded 91 insecurity incidents in July – proving to be the most insecure of provinces, followed by Uruzgan, Nangarhar, Herat, Helmand and Kandahar.

"The insurgents in July had their focus on the North and all the anti-insurgent operations were reactive," TOLOnews researcher Abbas Hussaini said.

But unlike previous months, north-western Badghis, reporting only one insecurity incident, was considered the safest province in the month.

According to the report, 961 insecurity incidents occurred throughout the country, showing a decrease of about 10 percent in insecurity occurrences against June.

The anti-insurgent operations were however down by 13 percent. The security forces conducted 528 operations during the month.

But the Ministry of Interior (MoI) spokesman Sediq Sediqqi said the security forces were busy doing their job properly.

"Security forces are doing their job in two parts: One thwarting enemies' attacks and second conducting planned operations," Sediqqi told TOLOnews.

In addition to 59 incidents of Improvised Explosive Device (IED) blasts, the insurgents were reported to have launched 111 attacks across the country.

About 42 cases of abduction and violence were also recorded during the month.

July was considered the deadliest month for newly-emerged Daesh group whose 204 fighters including its several commanders were killed.
