The United States will remain in an armed conflict in Afghanistan — essentially at war — after the end of this year under rules for combat operations the Pentagon requested, and President Obama approved, early this month.

Senior administration officials said that Obama agreed that U.S military leaders in Afghanistan are authorized to approve combat operations, using ground forces, manned aircraft and drones, under three sets of circumstances.

They include counterterrorism operations against al-Qaeda and other “transnational” terrorist groups, protection of U.S forces engaged in training or other activities, and assistance to Afghan forces. Under those circumstances, U.S forces probably will be engaged in direct combat with the Taliban and other groups that pose a threat to them or other members of the remaining international military coalition.

“Our expectation is that the Taliban and al-Qaeda will continue to directly threaten U.S and other forces in Afghanistan,” said a senior administration official who spoke on the condition of anonymity.

The new authorizations appeared to be a shift away from Obama’s statement, made in May, that “America’s combat mission will be over by the end of this year. Starting next year, Afghans will be fully responsible for securing their country.”

Obama ordered a reduction in the number of U.S troops to 9,800 by Jan. 1 and said their mission would be limited to training and advising Afghan forces and to counterterrorism against al-Qaeda. By the end of 2016, that number is to be reduced to about 1,000 U.S military personnel attached to the U.S Embassy in Kabul.

Qaed Salim Sinan al-Harethi aka Abu Ali al-Harithi (Arabic: أبو علي الحاريثي ) (died November 3, 2002) was an al Qaida operative and a citizen of Yemen who is suspected of having been involved in the October 2000 USS Cole bombing. He was killed by the CIA during a covert targeted killing mission in Yemen on November 3, 2002. The CIA used an Predator drone to shoot the Hellfire missile that killed al-Harithi and five other al-Qaida operatives as they rode in a vehicle 100 miles (160 km) east of the Yemeni capital,

Al-Harithi was traveling with Kamal Derwish (Ahmed Hijazi), a US citizen, and Derwish's killing was the first known case of the U.S government killing a U.S citizen during the War on Terror"". It was also the first Predator attack outside of Afghanistan.

The George W. Bush, citing the authority of a presidential finding that permitted worldwide covert actions against Osama bin Laden's al-Qaida network, considered al-Harithi and his traveling party a justifiable military target.Nonetheless, the targeted killing of al-Harithi was the subject of debate on its legality.

The USS Cole bombing was a suicide attack against the United States Navy guided-missile destroyer USS Cole (DDG-67)  on 12 October 2000, while it was harbored and being refueled in the Yemeni port of Aden. 17 American sailors were killed, and 39 were injured. This event was the deadliest attack against a United States Naval vessel since 1987.

The terrorist organization al Qaeda claimed responsibility for the attack. A U.S judge has held Sudan liable for the attack, while another has released over $13 million in Sudanese frozen assets to the relatives of those killed. The American Navy has reconsidered their rules of engagement in response to this attack.

Major Sir Desmond Morton (13 November 1891 – 31 July 1971) was a Bitish military officer and government official. Morton played an important role in organizing a response to appeasement of Germany during the period prior to World War II by providing intelligence information about German re-armament to Winston Churchill. At this time Churchill did not have any position in the government. In 1940 Morton was Churchill's personal assistant when he became prime minister.

Morton joined the Royal Artillery in 1911. He saw action in World War I, and was shot in the heart at the in 1917. However, he survived and recovered, serving again with the bullet still inside. From 1929, as he "found himself idle much of the time" he assisted Winston Churchill who was writing his history of the Great War.

In 1939, he became the Principal Assistant Secretary at the of Economic Warfare and became Churchill's Personal Assistant in 1940. He served on the UN's Economic Survey Mission for the Middle East in 1949, and served in the  Ministry of Civil Aviation from 1950 to 1953.
